Saturn or Dreamcast?

@Da_Schocker: Maybe just try it again. The controller ports don'tt necessarily have to be blown, they just don't work at first try sometimes.

Personally I haven't seen one single Dreamcast with a non-working controller board in almost ten years of Dreamcasting.

@GriskaGyoran: The Rev 2 Dreamcasts are the ones that don't work with CD-Rs. These are VERY rare. I got one if you can't find one anywhere else.

what's the difference in terms of actual physical hardware? Is the GD ROM designed differently?

There's no separate GD-ROM controller board, and it uses a different GD-ROM assembly.

it's OK, it looks like the older one uses the same gear assembly:

from where I'm sittin, that looks like one of the most solid drive mechanisms out there. People with read problems need to just properly clean their drives (laser and spindle). If the disc doesn't spin, the lid switch needs to be cleaned and if that doesn't work, it needs to be torn off with pliers and have the traces soldered together (or wired together if they're far apart) and treated as "always closed".
