Ok This is bugging me. (Dreamcast making noise without use.)

"A plastic clicking noise."

I'm sitting here with a Dreamcast less than 2 feet away from me, elevated on top of a table. I thought it was strange when I noticed it before but I wrote it off as nothing or a least something else like the TV it's sitting near.

Now, It's happened twice in a row and I know it's the DC. It's getting power, but hasn't been turned on in a while. It sounds like the 'creaking' noise TV's make when they're adjusting to temperatures.

Anybody else notice this about DC's? Could this be something else? Something wrong on the PCB? This DC was one of my brand new ones and only got a week's use. I wouldn't think the internal power supply being on standby would cook it enough to start creaking naturally.

I think sound echos are playing tricks on you, I've NEVER had any system do that (at least not while powered off for a long period of time). Is your room really drafty or otherwise that would cause constant fluctuations in temperature? Whatever is causing it, I don't think it's the DC itself.

It happened again, it's unplugged though.
I think sega put the screws in too tight.

Actually, it could be a power supply issue. If the caps are starting to go they could be discharging even though it's off.

Can't think of anything else that might cause something like this, unless it's possession. Blast processing, or lack thereof :P

The crackling noise of a TV is static electricity. I guess something is shorting, you sure a cock roach didn't craw in there?

Its temperature changes and plastic making the noise... you could loosen the screws, it should give some improvement. My TV and my PC monitor do that in my place, DC is always having loose top shell aswell as all my other consoles and I've not heard a sound from those.
