Yes it's Apple's fault.
iTunes is a bloated, unintuitive, and unstable piece of shit software that has made less advancement in the right direction, opting to trojan more apple software in the installers and updaters than approach stability. Safari for windows is worse than IE as far as security and updates are concerned, and the newer Quicktime versions do nothing but bog down resources & rearrange or remove established functionality. Having the bonjour service thrown in is another needless pain in the ass, and then there's how every time you update anything, they opt you in to install what you don't have already.
So again, yes IT IS apple's fault their software is shit. Releasing bad software does not incite or inspire anybody to shift to buying their hardware, that's counterintuitive to their brand. Most people hate iTunes, but they tolerate it for their iPods.

Well, buy a Mac, problem solved, all of Apple's software works awesome on Macs. On the flip side, MS Office runs worse than the worst of high school programming projects on a Mac, SO OMFG MS FIX MA OFFICE DAMMIT ENTITLEMENT ENTITLEMENT ENTITLEMENT!

Windows is by far not inferior, theirs literally thousands of things you can do on a PC you cannot on a Mac
There's barely any difference between the two. Windows has the developers & Microsoft has historically allowed free market competition push hardware development while reducing costs.
Apple used to be against this entirely with their old platforms, but now they are following the trend by using x86 hardware. Both MS & Apple are 'software' companies to a point these days, and Windows 7 is as stable and refined as OSX. The argument between the two is pretty useless.
I would say Apple = Asus as far as how attractive and well built their machines are. Windows 7 & OSX bear little difference outside of available software & developers.
Believing that Apple 'Just works', and is 'Superior' for being 'Low level by design, to work with the hardware' is baseless fanboy rhetoric and a testament to fickle users effected by marketing.

Dude we can get into all sorts in regards to programming, 3rd party support, hardware support, Networking support, gaming, Hosting, multimedia etc etc literally tons of things Windows can do that OSX won't or can't.
Due to the hostile enviroment of Apple with its closed of nature the development of that OS and its practicality in the real world is very limited compared to MS.
Feel free to clarify this statement with a list, I'm amused but how vague and open ended it is. Outside of seeing a few key infrastructures like MS .Net, I can't really fault Apple for anything in that respect. Your argument as I understand it is rooted on adoption and exploitation of platforms, rather than an actual indifference to progress on Apple's side of it.
They're draconian on the iPhone OS, sure; but the genie's been out of the bottle for desktop API's for well over a decade on their part & there's nothing holding OSX back.

Cannot search while indexing, Cannot exclude items from search index, Cannot calculate current/all size, Need I mention "Cut", cannot delete individual items from Bin, Folder merging easily, Resizing of window cannot be done on all border, Last program fails to close, No Stereo mixer, Creating text files from right click, Complete lack of DirectX support, Critial protection of user files or "hidden", Networking is completely crippled, Verification of Terminal restart command glitch, Ownership of various file sharing, limited network wake from sleep problems, albeit it doesnt work, Issues with moving files across various HDD, RAID ARRAY, Unmovable application bar, Nowhere near as much user GUI customization, Lack of proper navigation using just keyboard not including shortcuts, Dictation on Audio is not supported from the off, Use of CPU for graphics upto 32meg is loaded then if offloads onto GPU horrid, Windows cannot be moved by keyboard, worse font managment, No remote desktop, port access control, Host and Domain controls.
dude their is tons more, I got bored listing them. I grant some HAVE been resolved since my last encounter with a Mac but dude you have to admit it is limited comapred to PC.
I was going to get into the SNK developer tools and power networking which are things which the OSX has no handle on or even a decent subsitute for.

So aside from the GUI semantics, and the 'DirectX/Porprietary/Obvious' lack of support, you're saying their kernel's networking utilities are broken?
I find that very hard to believe considering the amount of people I've run into using Macs in an IT capacity, furthermore if one were to compare it at all to Windows, it's laughable to consider that MS gutted all Domain support outside of the business ended SKU's or Ultimate versions of windows. It's not really a point to make either way.
Judging by documentation, OSX is capable of mounting NFS shares, data exchange is simple, half the problems with permissions & file maintenance you describe can be piped into a simple to execute CLI commands natively using a Bourne shell.
I guess my point is, that windows can do everything too, differently and with more effort in some respects. For every problem in user-land you run into for OSX, you'll find the same in Windows.
Both are equal pieces of shit. Inert from deserving bashing or praise. It's a stalemate.
Linux/FreeBSD systems are the bleeding edge.
