I think the game might of been an educational game, or even part of a collection!
Bumping this topic but unfortunately I don't have any new information. :( I'm still trying to look for it but haven't had any luck, I've been asking around at other sites and nobody seems to know.
Seems right that it would have been educational, I can remember only very few instances where just "games" showed up on school computers that weren't put there by students.
Do you know closer to what years you would have encountered the game? If we could limit it to stuff before 1991 or even earlier that might help a little, sounds like it's a much older game just by the description of the graphics.

Here's the disc. I haven't bought it yet. It's supposed to work with Windows, not DOS necessarily. I can remember it giving me a fair amount of problems on Windows ME back in the day actually. I'll probably order a copy later this afternoon, I still haven't got around to it.

Got the name, someone else found it on another website where I posted the description.
The name is Pirate's Plunder by Dexterity Software.
It's a game for Windows 3.1/95 and came on the 3500 pc games for windows 95/3.1 disk.

I finally tracked it down - it's a game on the BBC Micro called Pirate by a company called Chalksoft. Can't find it online, but I have tracked down the Spectrum version. Now just need to work out how to load the bloody thing...

Your quest to find this game reminds me of my quest to find a copy of the Red Sonja soundtrack some years ago. There are easily obtainable reprints now, but this wasn't the case back in the last decade. I started looking in 2003, and eventually found a copy of a limited edition reprint in 2007. So took me several years and a lot of patience.
