Amount of fun I had - Priceless (Actually, no fun was had because both were broken.)
I got Sports Talk football '93, David Robinson's Supreme Court, and I believe both NBA Jams (CIB) for free at a local pawn shop.
Besides those, I usually don't have to pay much for Carts. Usually between 3-7 dollars each
Well aside from free things...
There is a Goodwill Outlet here in town and they sell there wares for $.36 a pound after you buy two pounds worth. It where I find most of the things I sell on eBay, Etsy, and the swapmeet. I bough SMB2 and Zelda the other day. Together they weight about 4 oz. Think that works out to about 9 cents for both. I have found lots of Gameboy games as well but none worth keeping.
For the Genesis?
Syd of Valis - $0 (because the cart wouldn't work and someone had returned it to the store, so the guy gave it to me saying 'if you can make it work take it'; it indeed didn't work in my Genesis, but I was rewarded for not throwing it away, because a couple years later (in late '09) when I got a 32X, I found that the game works in the 32X, it just doesn't work in the Genesis without it... made a thread about that because of how weird it is.)
As for ones I paid for though, hmm. I think there were a couple of loose-cart Genesis games I got for $0.50 each, including Trouble Shooter for sure and perhaps a few more such as DecapAttack and/or Space Harrier II. I think two games were that price, but I forget which exactly, it could have been another one. Those two or so $0.50 games were from back in '06 when I got my Genesis.
Task Force Harrier EX is another loose Genesis game I got for $0.50; that was within the past month or two.
There are more I got for $1, mostly sports and racing games with minimal value such as Mario Andretti Racing (complete), NBA Jam (loose), Monaco Grand Prix (loose, Genesis), and a couple more, games with little value. Genesis games are cheap, though, I haven't paid over $7 or $8 for any Genesis game. Even including the 32X and Sega CD, the most I've paid for any game was the $14 I paid for Knuckles Chaotix...

Old Game Boy in box (screen has lines across it) and a Kirby game - £2
I also got "Super Tetris Deluxe" for GBA from the same place for £1 - turns out it's a chinese bootleg of the homebrew game "Rotris" (see here). Wasn't expecting such a vomit inducing Tetris game, but it's interesting anyway :)

Loose $1
My cheapest single game I've bought was a CIB copy of Super Street Fighter II...bid on it on the ebay...and the bid never left the initial starting $0.01...so counting shipping it was bout $5.01.
....still feel kinda bad for that guy...
I picked up Super Monaco GP, Star Trek: TNG- Echoes from the Past, and one of the Quarterback Clubs (not sure which) for a quarter each when on of the local GameCrazy stores was clearing out all their old stuff. All loose.
It's probably not the cheapest, but it's one of the more memorable scores - a brand new CIB copy of Castlevania: Bloodlines in the discount bin @ Wal-Mart for $5.00.

Free stuff: Doom 32X w/ manual, IMG International Tennis CIB, Jurassic Park (boxed), Paperboy - all free after a yard sale. I also got a free SNES once at a yard sale.
Cheapest I've paid for Genesis: probably $1 at a flea market for a couple of CIB commons. I've also paid 50 cents for a couple titles on Ebay, especially when buying 10-12 games from one seller, and a couple times have paid $5-10 at yard sales for lots of 4-5 CIB games.
Cheapest I've paid for anything: other than free stuff, I paid $5 for a box with two Atari 2600s, joysticks, paddle controllers, driving controllers, and around 50 games. That's about 10 cents a game even without the system.
Biggest differential I've ever had between amount that I paid, and value of item: I once paid 50 cents for a game that's worth at least $30-40, and once paid $2 for a game that's worth hundreds of dollars. Neither were Genesis games, and I had no idea of the value when I bought them.
I think I also paid around $5 at a yard sale for a bunch of PS1 games including Tomba! (boxed) and C:SOTN (CIB greatest hits).
besides sports games which were all 99 Cents, I also got Puggsy, Lemmings, Combat Cars, Zoom!, and Dr. Robotniks Mean Bean Machine for 99 Cents each
For Genesis, $1.99 CIB Gunstar at the thrift store.
Also got some $0.25 loose NES carts that were decent common games.
But the best deals are the bulk lots where the cost per item averages out a lot cheaper.

In middle school i used to buy genesis games at a local video game store for under 5 dollars all the time. I can't think of what the cheapest i ever payed for one was though. Probably around 2 or 3 dollars. I just bought Resident Evil 4 off of ebay for 4 dollars! Total steal considering all the other auctions were going for at least 10 :) That's a gamecube game though lol
