I'm looking to see what is the best arcade joystick (and at a good price) with USB and possibly even PS2 compatability. I want this mostly for MAME games. Any ideas?

Street Fighter IV tournament edition stick is good. Sanwa buttons + stick, quite easy to mod. Only thing to bear in mind is that the 360 version has some limitations with Microsoft's limited drivers. Haven't tried the PS3 version.
I really like my PS3 HRAP3SA. (Sanwa version of the HRAP3) It'll work for PS2 gaming on a backwards compatible PS3. Might work for PS1 games on PS3 too, but I haven't tried.

I started with an X-arcade. They have lifetime warranties (even if you swap conrtrollers and stuff) and the new ones are USB...the older ones need an adapter. They also have adapters for all the later consoles (xbox, ps2, etc...maybe dreamcast).
You can swap the buttons or sticks for what you want later on.
I have a one player and a two player one and they're great for mame. After I got mine, I used it as a template and built a custom one just like it for a Jakk's Pacific Galaga conversion.
What is your budget?
There are two things you could do for a PS2 and USB compatible stick:
1: Get a PS2 stick and a PS2-USB adapter.
2: If you're handy with wiring, get any moddable stick (Madcatz sticks are good for this) and put in a Multiconsole Cthulhu board with PS2 and USB cords. You can also make a MC board work with damn near any console except the 360 and the Genesis.
Personally, I'm rocking a Madcatz SE SF4 stick with all Sanwa parts, the MC Cthulhu wired to a RJ45 jack and a cable for almost every system.
Just got a Hori Real Arcade Pro 3 and like it a lot. It has a Sanwa stick but Hori buttons (AFAIK, that's the only difference between it and the HRAP3-SA, well, that and a different color scheme). I like it a lot. The buttons seem great to me (although I don't have anything to compare it to). Haven't tried it with MAME yet but understand it works on PCs and Macs just fine (one of the reasons I bought it was its versatility).
Build it yourself, customized controls can run on multiple consoles if you install a Cthullu Multiconsole PCB like the ones being sold at Akihabarashop.jp,

The arcade stick is by Hori, so it's good quality, and it works great on a PC and with MAME too. What's also neat is that it's wireless, makes it a lot more portable and less of a pain to switch from PS3 to PC. It's not compatible with the PS2 though.
Those look pretty sweet to me; nice job. If I had the ability, I would built my own stick as well, but when it comes to using my hands, I'm all thumbs.
A hybrid approach is to buy something that is moddable and swap out the parts you don't like. That's what I intend to do down the road with my HRAP3 if the buttons start giving me problems. I've heard it's not tough to mod (the connectors to the buttons have a standard, snapoff interface) and I'll pop in some Sanwa or Seimitsu buttons.
Do that stick has real arcade parts??
I encourage you to do it yourself, it doesn't need to be pretty, it would be enough if you can build something wich turns to be at least functional, then if you don't like it you can always swap parts,change the art cover, paint, whatever..
For Mame I either use my Saturn Hori Arcade Stick using the 3-in-1 USB adapter (includes PS2), or I use one of my 360 Hori Arcade sticks.
