for me, it has come down to a mixture of philosophies. On the one hand, I want everything not only complete, but Mint (including hanging tabs and all). Sega Game Gear + Any handheld except the GBA or the DS - Loose (but with at least the plastic cover and Mint).
Any Disc-Based Game - Mint CIB
Any Cartridge-Based game other than Sega - Loose (but Mint)

for all sega systems I want my stuff complete. no other way. for all cd systems I want my stuff complete. nintendo cartridges I accept cart only.

as a general rule I only buy good games, or games that I find good or think I might think are good unless they are given to me as a gift, or part of a major deal.

I collect CIB Sega Mega Drive, Mega CD and Saturn games. The boxes, cover sleeve and manual must be in very good to excellent condition if it's to be added to my collection.

He has it looking pretty nice now. It's very presentable. What a labor of love.

The one console that I absolutely must have CIB games for is the Saturn, but generally, any CD based console game just looks ugly when incomplete.

Other than that, when it comes to carts it depends on price/nostalgia factor. Unless it's a deal that is too good to pass up, I don't plan to collect an entire library for most consoles.

If it works, it's good enough for me. I never pay the premium for anything, so I don't really have the right to be picky. Also, I enjoy the thrill (or as much of it that there is these days) of the hunt. If I happen upon something that's in better shape than what I have, I'll take the upgrade, but I'll never seek it out.

Theres something quite beautiful about a game and console that are beat to hell, but work perfectly

What is the best condition I can get for cheap. I got for CIB as much as I can but on a budget.
