How many 'levels' are there and how many Acts per level are there?
For $15, I imagine it's roughly the same length as Sonic 1, 2, or 3???

4 levels, broken up into 3 stages + a boss stage too. So essentially 16 stages. I'm not sure how that stacks up to the previous games in terms of number of stages, but it certainly feels shorter than the other games to me. A lot of the stages feel like rehashes of the previous games, too, but not in a way that I find favorable. There's a thin line between "finding inspiration from" and "totally ripping off," imo.
As an aside, I don't think it's very good, either.
It's a complete failure.
I like it although the controls do feel a bit stiff with the Playstation d pad, i find it easier with the analogue stick.
CORPORATE SEGA: Hey, didn't we charge upwards of $100 for Sonic 3, even though it was an incomplete game?

CS: Whadayasay we "get together" and make something happen for the next installment. But let's not be hasty, though. There's still milk to be had. Why don't we make one game in a couple of months, cut it into four pieces and call them episodic. We'll release the other parts every other year. We'll even throw-in some "concept art" to keep the suckers happy.

CS: We could go all out and make this new "episodic part 4" a tribute to the originals. But why be ordinary? Let's shit on the gameplay physics and call it a game for the "old fans". But, between us, we'll just make it as mainstream as possible.

CS: Nah. Why try to make it good when only a couple of die-hard fans will buy it? Let's just stick to the plan. Shall we?

CS: While you're at it, call Apple, Microsoft, Sony and Nintendo and inform them all of our plan.
"N"ST: Wait... There. They all said they wanted a complete game and in hard copy.
CS: Even apple?
"N"ST: Yup. They're willing to make an iP** 5 with special flash card compatibility that will allow for hard copies of original content to be owned, among other things (including increasing the processing power, battery and memory).
CS: Nah, why wait! Tell them we'll make "special" levels just for them. As for the rest, it's they who wanted to go the downloadable route in the first place. It's inevitable. Tell them to go F** themselves and grow up.
"N"ST: We just spoke to them as you were talking (that's right, we read your mind while we asked you our previous question) and they said it was indeed more profitable to charge an ultimate $60 for the final product being sold into pieces. They're on board with us.

Yeah, it's a little shorter than Sonic 1. Download the demo to see if you can stomach the new physics. The actual level design is decent, but the screen is zoomed in too much and Sonic's physics is off. If they fixed these problems the game would be great.
I for one liked it! I thought it was very nice to see Sonic back in 2D....where he belongs! :-)
I thought the graphics were fantastic (though I would've liked to have seen Sonic himself rendered in as high a level of detail as his surroundings, as opposed to cel shading). The controls were a little different than the old school games (would've preferred them to be more exact), though I was still happy with them, and the learning curve was short.
I liked the level layout and the bgm. I actually was okay with portions of certain levels being direct rips of old levels as a) it was not overdone, b) it was beautifully symbolic of the rightful return of Sonic to his roots, and c) in such a condition as b, you still don't want it to be nothing but a "nostalgia fest", but a touch of overt nostalgia here and there is not only okay, but even appreciated.
However, the game feels way too short. Now, I had heard that the game was going to be selling as four separate episodes for $15/shot. I'm fine with that, but I expected it to be a matter of you finishing the first one, and being greeted by a "to be continued" message in anticipation of the next one with no final battle until the end of episode 4.
Instead, it appears that each of the four will be their own [complete] standalone game with final battles, and complete chaos emerald quests. This I do not like. This is more like it's a Sonic 4, Sonic 5, Sonic 6, and Sonic 7 affair with each of the four being woefully short. It makes them feel disconnected and unrelated, and as a result...cheapened.
Now, complaints not withstanding, I still give this game a thumbs up, love to see ol' Blue in the right dimension, love to play a game that -essentially- feels like an old-school Sonic (not perfect, but close enough), and am thrilled by this [we'll see if it lasts] new trend of bringing back 2D games, a trend of which this game is an important part.
I just wish they were giving us one complete game in four incomplete installments rather than four complete mini-games under one collective banner in four installments.
So, in answer to the question "Is Sonic 4 complete", the shortest possible answer is: "Yes and No."
That's a good point! The physics are a little weird, but I got used to them pretty fast so I'm okay with them. But you are right about the screen being too zoomed in. I don't think it's really that bad, but it would be better if they were zoomed out more to Sonic 1 proportions. Perhaps later installations will fix this? Perhaps there'll be a live update for the existing installment that allows for you to custom set the zoom...who knows.
It's a fun game, but it is an episodic release; so this is four levels with three acts each plus a separate level for a boss encounter. Additionally, there is the "Egg Station" zone that is sort of a final encounter for the episode.
The "physics" are fairly similar to any Sonic game in the last 10 years, and they're the only way that they could have incorporated the homing attack (something that I think is a fun addition to the 2d gameplay in the mainline series).
Don't mind the haters, though. A lot of people decided to hate the game before there was even gameplay footage and point to every shitty fan remake under the sun and say "OMGZ WHY COULDN'T SEGA DO THATTTTTTT!!!!1!!!11!"
