I remember seeing a game ad when I was a kid in gamepro.You played as a ninja, but it looked like it was in first person, but it looked like a shooting gallery game.All I remember was the ninja's hand throwing stars.Anybody have an idea what game this I am thinking about.
Sounds like the bonus stages of Shinobi.
If memory serves, there's a similar bonus stage in the arcade version of Shadow Dancer, but I'm putting my money on the bonus stages of the arcade/SMS/NES version of the original Shinobi as well.
This could be what you're thinking of. I've never played the game, but once saw a vid on YouTube (can't seem to find it now though, sorry) of this, and it was the first thing I thought of. The other two posts seem to agree too.

Its probably not it, but Exploding Fist + had a 1st person bonus level where ninja's hopped over a wall and you had to throw knifes or throwing stars
at them to keep them from advancing.
There was also "The Super Spy" on the Neo Geo and "Shien's Revenge" for the SNES.
