Help me to find some old game

I remember having some game on my PC (windows) about toy plane which (oh sure) I don't have now. I don't remember how that game is called. Do you know such game?

- That game was about toy plane which you controled from behind, shooting other toy planes and tanks.
- It had 2 campaings , 10 mission each.
- It had an editor which allowed you to put various objects in already created by desingers rooms.
- I remember in one final mission you have to destroy an submarine in pool.
