am I being scammed?

I got message from this guy who wants to buy something from me off Craigslist, he said he would pay the extra shipping to send it to africa. he said he transfer the money to my paypal, I go to my paypal and see nothing was added, he then tells me he did send it and shows me these weird paypal receipts,

then I decide to click that paypal logo from the first pic and it takes me here,

so am I being scammed? cause he said he did send it, yet I got nothing, wtf

EDIT: after I told him I did not receive his money he said this,

"Yes i know, PayPal said becuase of the fruadulent activities going on the internet and to protect their client, that they will send you a notification to your email address that they have your money in there possesion and will creditate your account once you ship out the package and provide them with the shipment tracking number for them to confirm that you have sent it out and theywill creditate your account with immedaiet effect".

All the genuine scams I have dealt with come out of Africa. I think he trying to scam you. Its really common.

If I don't get money, I don't ship, simple as that. I don't play the games.

You're not being terribly coherent. Either the money's in your Paypal account or not; if not, forget him. However Paypal servicemen aren't hard to get ahold of, and in my exp they're more competent than, say, phone/cable service providers.
As for pic #2 it looks at best like paypal advertising, they do have similar flyer screens; can you bypass it to paypal? Still though, either the money's in your account or not.
In sum, don't take my advice unless the shipping he's paying is markedly less than the cost of your goods, that's the only way it'd make sense for him to scam you, unless you're dumb enough to send them without getting even the shipping fee from him. If they are that much more valuable you should probably forget it.

If YOU don't get any notice directly from PayPal, it wasn't sent. Even if they hold it for some reason, they'll still send you some kind of notice. HIS receipts mean absolutely nothing.

exactly, my brother gets anything related to paypal in his e-mail, all this time NOTHING from what I dealing with this guy wasn't send to his e-mail from paypal itself.

As everyone has said, and as all auction/selling sites tell you when you sign up - you never send anything until you have the money.

Total scam. The last thing he said just means he's going to craft a fake e-mail from paypal and send you that himself. Paypal would never hold payment until an item was shipped. They have no way of knowing if you shipped something, and no reason to care. They're not an escrow service.

I've picked up the habit of never clicking on any links within an email that claims to be from ebay/paypal/etc. It's so easy to put together a fake page that looks like the real thing. I always go straight to paypal.com, ebay.com, etc and check things there.

This. Real emails from services like your bank or PayPal tell you to never click anything from emails. Go straight to their web page instead. PayPal has all your info on everything you've ever done. If it isn't in your account info on PayPal, it hasn't happened.
