Batman for PCE is a fun game with good graphics and sound, a cool theme and cinemas that are better than many quality CD games. Like any game it's not for everyone, but the Batman theme causes too many people to dismiss it without even playing it. If it was unlicensed like Splash Lake and Cratermaze/Booby Boys, or had a license like Doraemon, it wouldn't have the polarizing rep it does with English players.
Although most people seem to love the music, I am not one of them. Except for the unsampled cinema tracks and that "legendary" song that everyone loves from the NES game. Which was featured on the PCE version before the Famicom game came out and sounds even better.
I'm not a fan of these types of games or puzzle games, but Batman is pretty addictive.
