Rondo's levels are layed out with those clunky controls and 2-directional whipping in mind. Castlevania IV, however, never takes advantage of it's 8-way whipping. It seems to me that people talk that feature up simply because it's there, not because it's actually useful. Not to mention that no one says Rondo is better BECAUSE of the controls.
Rather, Rondo is better because it offers more, and better, content. The levels in Rondo are fantastic. They certainly blow the stages in Castlevania IV away.
