Well... it depends on how you look at it.
The PCE has a weaker color palette, but WAAAYYYY more colors onscreen.
The PCE can't do true parallax scrolling. The Amiga can, but for true parallax a massive amount of color has to be sacrificed on the amiga.
Both can do parallax through tricks.
The PCE has a weaker soundchip, but two more channels.
The Amiga has a lot more ram, but the PCE can access ROM at the same speed (which is a lot better for games).
The PCE can move a lot more sprites onscreen than the Amiga without slowdown. The more colors you use on the amiga, the less time you have to draw sprites (another compromise).
The Amiga can do simple 3D graphics, the PCE has a much harder time doing them.
The Amiga has a more powerful processor, but it also takes more cycles per instruction than the PCE processor (most 2D game processing is simple, specially shooters, for stuff like that the advantage goes to the PCE)
So it's not clear cut.
