It's white and says Sega Saturn on it. I payed 70 bucks for it and I don't really care if I got ripped off.
The seller gave me a game called "layer section" with the system.
I was recommended "batsugun" and "Battle Gargerguga whatever" by that person (what's up with these stupid names?).
Unfortunately, these games have the tendency to really hurt my wallet. Can anyone recommend me cheap and fun games for this strange system?

The best games for the system are Shining Force III Scenarios 1 - 3. They are much easier to play through with a walkthrough than a JRPG, since there is very little roleplaying involved and all the commands use animated symbols.

I don't know if I should get a Japanese sega saturn or mod my US one with that $30 chip.
One of these days I'm going to buy myself a Japanese Saturn as well. I don't want to cannibalize my North American Saturn, because it's MINT, and I don't want to take any chances.
Protip: get an Action Replay to get around the regional lockout and buy the US version of what game you want; much cheaper and easier that way.

Panzer Dragoon Saga might be expensive, but I'd say it's one of the few expensive games that's worth it's asking price. And besides if you don't like it you can always but it back on ebay and get back what you paid if not more.
And to the OP
Since you have a Japanese Saturn, look into getting X-men vs Street Fighter, Vampire Savior, Street Fighter Zero 3, Metal Slug, and other great 2D arcade ports.
Also you might be able to get a decent deal on Dodonpachi.
