The Konami Deluxe Packs are affordable. DoDonPachi is usually $30-50, which is one of the cheaper "expensive" shooters. Way cheaper than the PS1 version! Others here have already given advice, but I will also add that, despite getting a bad rap, Sonic Wings Special is pretty fun and also cheap.

It's only expensive if you buy from the greedy japs on ebay; I bought mines locally. It came with one controller and the game, and everything is in great condition.
