I have to disagree, X3's soundtrack had a lot of pumping music that made the gameplay for me, plus they were much longer than in X2 which repeated pretty back fast.
This is still one of my favorite tracks in any of the games I've played.

X3's soundtrack isn't my favorite, I like it well enough, but to me the CD versions just sound wrong. They have a very elevator music quality to them though to be fair some tracks are better than others. Music preference is subjective of course. Mega Man 2 Game Boy is unforgivable, I agree.
And yeah, those X3 Genesis arrangements are flipping amazing.
I always thought the soundtracks got worse with each iteration of the SNES MMX games. X1 blows the later two away IMO.
Actually, I think the X3 soundtrack is pretty awesome. How can you guys not like Toxic Seahorse's theme, or Blast Hornet, or Volt Catfish? None of the X games have a better soundtrack than the original, but X3 comes close.
I'm not sure why, but I just seem to remember liking X2's soundtrack better than X3's. I seem to remember X3's being kind of bland and uninteresting. I could have them mixed though. I was pretty disappointed with both in terms of music after the first game.
For me, it was the opposite. The only two stand-out tracks on X2 were Bubble Crab and Wheel Gator, and neither of those were as good as the worst tracks on X2 (although Wheel Gator is better than the worst on X3).
My top choices:
X-Men: Mutant Apocalypse (Capcom) - this is a side-scrolling action platformer with Street Fighter 2 super-moves. You can see the precursor of some of the animation and moves for the awesome X-Men:COTA in this game. It's a great game with five different playable characters: Cyclops, Wolverine, Gambit, Psylocke, and Beast. The only real negative is that it's for one player only.
Marvel Superheroes: War of the Gems (Capcom) - this is the sequel to X-Men: MA, only with other Marvel characters: Captain America, Iron Man, Spider-Man, Wolverine, and Hulk. I didn't think it was as good as the first game but it's still fun to play. Again, it's only for one player.
Looney Toons Basketball - I've never been a fan of NBA Jam but this game is great. It's two-on-two full-court basketball with Looney Toons characters. The gameplay is fast and the animation is great, too. Each character has a special move, like Wile Coyote strapping an ACME rocket to the ball for a full-court shot. You can even play with four players, though it only works with one of the multi-taps.
I'm absolutely stunned that no one has mentioned SUNSET RIDERS up to this point. Blasphemy!
@ Obviously, check out my website for various SNES/SFC reviews (RVGFANATIC.com). I also recommend B.O.B. if you're in the mood for a more methodical challenging action adventure. I like to refer to it as what DOOM would have been like had they turned the classic FPS into a kiddified platform blaster. Others have called it a "retarded Metroid" (lol). check it out for yourself!
BOB and Sunset Riders are both available on Genesis / MD too. BOB actually was developed for MD and ported to SNES a year later. Sunset Riders is rather different on both platforms though,

@ steve = I was tempted to mention B.O.B. but it seemed the OP already had enough good suggestions. Sunset Riders is much too costly, he wanted affordable games.
@ OP = try Alien 3. If you're one of those the MD game didn't gel with you may well like this, pretty much the complete opposite interpretation with large exploratory levels. I prefer the MD version but it's hard to argue against the SNES version's handling. Sort of in the same boat with B.O.B., not exactly action heavy but solid stuff.
The DKC games are golden if you can get past their presentation which becomes a bigger obstacle with each instalment. 2 in particular has some superb lv design.
Lastly, don't believe the local disrespect, Contra III is excellent. Not at all a hidden gem with a lower price tag though.

BlaZeon is a fantastic game, I'd certainly highly recommend it. One of my favorite SNES shmups. The music is one of the unknown great SNES soundtracks, too.
BOB is also on Genesis, but no, Sunset Riders is completely different, as you said, and the Genesis version is awful compared to the SNES game. The SNES one is a (somewhat censored, and slightly changed) port of the arcade game. It's a very good port overall, and the gameplay changes, such as some alterations to the last level, are fairly minor. For the most part it's the same fantastic game. The Genesis game, though? The graphics are bland and repetitive, the game's clearly on a smaller cartridge -- it only has four environments instead of eight, and removes almost all of the speech that the arcade and SNES games have -- and it's much more repetitive, too. With two levels in each of four areas, there's a LOT of repetition in the stages. The arcade/SNES game has a lot of variety, with constantly changing areas and such, but the Genesis levels just go on and on, as you see the same things over and over (lots of cut and paste!). As I said, it cuts four of the eight environments, and four of the eight bosses, too. I've mentioned before how Konami's Genesis games often had too few levels that are too long (Castlevania Bloodlines, TMNT Hyperstone Heist, Sunset Riders), but it's true. The Genesis game only has two of the four characters to choose from, too.
Now, is Genesis Sunset Riders fun anyway? Yes, it is. I enjoyed it. But it's far worse than the SNES one.
I didn't see Phantom: 2040 listed in this thread (except in the racketboy link). That one should be cheap and it's an overlooked platform-adventure. It's also on Genesis but the graphics and sound aren't as nice. Often Genesis versions have some gameplay advantage or variation to make up for that but I can't think of any in this case.
Sunset Riders is a pinnacle of SNES side scrolling action games for sure. I also need to make sure that Actraiser has been mentioned, it's side scrolling segments aren't all that challenging but they are fun to play. Also, Cybernator (Assault Suits Valken) is great and very challenging, it is the sequel to Target Earth (Assault Suits Leynos) on Genesis. Both are unique good games.
