This is a patent for game console controller. A very basic patent description for a game controller. If it were filed under the US Government Patent office, it would have this title: "Game Controller and Handheld Apparatus".
Thanks to the joys of Google Translate it appears to be a Sega patent that happens to mention the word "Spectrum" a lot.
