There are 22 million Sega fans around the world, who are still deep down hardware fans. The other 12 million came from Nintendo or Sony's side and came after DC. They couldn't give a shit about Sega. They want Sega to publish forever and ever so long it doesn't effect their favorite console brands. There's also the Sonic fantards. "Genesis 3" is referring to Genesis model 3. SEGA only numbers SKU designs of existing hardware, and new Arcade chipsets, not console names or CPU lines.
A hypothetical Dreamcast successor would probably be named something like "Orbit" or "Orion". All indicators are there that SEGA is going back before Dreamcast.
