I'd recommend both Maximum Velocity and the Japan only Climax (especially the latter) over GP Legend.
GP Legend feels like a half assed anime tie-in, which it is, but Climax, though still featuring characters from the anime, is much better designed and even has a track editor. It also doesn't have a crappy "story" mode shoehorned in.

Congrats. The SP is a great system, perhaps the best handheld ever made for combination of portability, game library, and battery life.
Get The Legend of Zelda: Minish Cap also. The side kick is literally an annoying talking head in this one, but it's still not that bad of a game. Of course for some really good zelda get the three gameboy color games.

Advance Guardian Heroes. my vote for most underappreciated game ever. People were/are hyper critical of it because it didnt meet their expectations. I've played 90+% of the commonly named top GBA games and Advance Guardian Heroes is easily one of the most enjoyable. I recently got rid of Ninja Five O, but I'll always have a copy of AGH.
Ninja Five-O is a great game, but last I saw it was going for crazy money.
Ninja Five O is a great game. I grew tired of it though, and I can honestly say the original GG Shinobi is just as, if not more, enjoyable.
I agree with gamevet on mario & luigi superstar saga.
I also enjoyed kingdom hearts chain of memories.
also, can't go wrong with any of the pokemon games.
GBA is a time sink to dig into. Runs virtually anything, lack of piracy/region protection.
Open for all sorts of impossible to comprehend mahjong or whatever.
Astro Boy: Omega Factor. Top class action game for the GBA.
