As mentioned earlier, it's one that's controversial. It's disappointing in some aspects, but the PS1 version is just as shitty for different reasons. Both go in the meh category. You can make a good argument that the 32X port is better than both for crying out loud.
Saturn version is clearly the worst one. And the same occurs with WWF Wrestlemania: The Arcade Game.
For MKII, the lead programmer of the PS1 version was George Allan, who had done good works in the past for other companies. While the Saturn version was programmed by long term Probe programmers.
Probe was very inconsistent with their work, Primal Rage is very good on the Saturn and atrocious on the PS1.
Honestly I'm fine if we just remove it from both lists. Even though the PS1 version is better in some aspects, it's still pretty disappointing considering what the system should be able to do. Honestly I find the 32X port to be more impressive than either the Saturn or PS1 ports. The only thing that really disappoints me in it is that Probe decided to have the backgrounds done on the Genesis and the characters done on the 32X, when I think it probably would have looked better the other way around.
I removed it from the Saturn's list only, as I removed Primal Rage from PS1's list.
Keep in mind that I had previously removed Street Fighter Zero 2 from PS1's list and, with all its flaws, it's still far better than those games.
The point of these lists is to provide a "guide" of the libraries and to NOT recommend bad stuff.
Saturn's MKII is *really* bad and screwed up. It lacks lots of samples when compared to the PS1 version, has an awful bug when you fight against Shang Tsung, pauses the game to load most of the special attacks, loading times as long as the PS1 version, etc.
The PS1 version is mediocre for the hardware, yes, but it's noticeably more polished all around and also has more options, more in-game content and that scaling option which is quite interesting since no other version offers it.
I'd say that PS1 version is C and Saturn's is D. And I'll not have D stuff in these lists, no way.
Another example is that KOF '97 had also been removed from the PS1's list for similar reasons.
I agree that the 32X version is superior to the PS1's, clearly.
And I also agree about the usage of palettes in the 32X version. Pyron's hack of Genesis MKII showed, once and for all, that the sprites could look almost as good as the 32X ones by using some better color choices. It was really a waste.
But, AFAIK, there's something a bit more complicated when you try to put Genesis sprites on top of 32X's backgrounds compared to the usual setup; IDK the details but feels like the setup that Probe used was what was supposed to be used. But it sucks, of course.

Pretty nice videos. My only complaint is when he was showing off load times in Alpha 3. On the Saturn he let it sit until the computer finally makes you leave the vs Screen. You can press any button immediately at that screen to skip straight to the fight. In his video it looks like the load times are identical but use different screens. But then again I can't read Japanese so maybe he mentioned it in the subtitles.
