Well no, the toys themselves... Mega Drive and Genesis Megatron (as well as PSOne Convoy) are Japanese releases. However, it is easy to get Japanese Transformers online. The Genesis one is odd because it is a Tomy online exclusive... since they are exporting the Mega Drive version, as seen here:

I should assume so - the Genesis one is gonna be made in lower numbers than the Mega Drive and there's probably not a ton of Western resellers that will have it. My friends at Captured Prey seem to only be stocking the Mega Drive version right now.
