According to wikipedia, Shenmue was so expensive that even in a one dreamcast=one sale kind of thing, the cost wouldn't have been covered.
I didn't think Shenmue was that expensive but more Sega totally underestimated how much Shenmue would sell Dreamcasts considering they hadn't even sold that many?
I find the growing habit of devs spending outrageous amounts of money on games disturbing. It'll get to the point where nothing interesting will ever be made again, just games that are shoe-ins to sell millions.
Thankfully the indie dev scene is stronger than ever these days. Some indie games have more design innovation than all of the AAA titles of the past ten years combined.
