Good find on the Surging Aura magic, but it looks like an animation to me. Anyone who can confirm?

Anyways, I'm here to correct an unfair oversight.
Streets of Rage 2 has perhaps the best MD tilting. Unlike most other games that use tile-sized tilting, SoR2 seems to be pixel accurate.
You can see it on the boat section of stage 3, at 21:50.
Unless it's pre-rendered, but there are subtle slowdowns once the effect kicks in, so I doubt it.

The tilting is double tile wide (vscroll only allows this small of resolution), but they are using X line offset as well. It's similar to 'shearing' method of rotation, but obviously the Genesis is limited to the small angle of appeared/approximate rotation.
EPSYLON EAGLE: That's technically scaling, but only for the Y range (not X). Quite a few games on the Genesis (and other systems) do this. They skip display lines in the tilemap (screen) to make it appear squished vertically.
