SNES video tearing
I've been having video issues with my SNES that I can no longer troubleshoot on my own, so I'm hoping someone here more knowledgeable than I would be kind enough to set me in the right direction in correcting this.
The problem is that periodically there is a scrolling full screen video tear that moves from bottom to top during play; This is very noticeable on platformers running left to right or games panning side to side. This tear lasts 3 to 5 seconds every several minutes and after awhile is quite annoying.
I have an older Sony Wega LCD projection television and use the same SCART to Component converter for my SNES that I use for my Genesis/32x. My Genesis/32x does not have this issue, so I do not suspect the converter or SNES SCART cable. This issue also occurs with a SNES Composite setup; Further, I've used the power adapter on different outlets and power strips to no avail.
All games are played in 4:3 ratio; When I change settings to wide or full screen the tear is still there but thinner and slower. On my brother's newer and smaller screen Vizio television there is absolutely no tearing via Composite. The manner of this tear makes me question if this is a refresh rate incompatibility between SNES and television?

My Sony Wega appears to be having a difficult time synchronizing with the refresh rate of my SNES, as the television is "drawing" a new image during game play it overlaps with the older image creating a video tearing-effect. I ran my SNES video through a DVD/VHS player which removed this problem but greater sacrificed the clarity of the SCART/component output and is not acceptable in comparison. It's frustrating that it would seem there is no other solution other to play on another television.
Unrelated, I had to change the projection lamp bulb for my television and it would appear that my replacement is a dud as the picture is really dull and poor... (*Loud internal yelling inside of my head).
