It's the other way around. The cartridge size depended upon whether the game would receive an international release or domestic release only. (I have to find the source for that quote but I am pretty sure it was in one of the interviews here at Sega-16)
Time certainly wasn't an issue. This was still the same team that did GA2 and they released this exactly 1,5 years after GA2. Either Sega of Japan was extremely generous about development time, or the game was downsized after being rejected for international release. - Or maybe both!
