How about some rules:
*Must use all new parts.
*Must be released by a registered company.
*Software must be legit, i.e. not a pirate/repro.
*Software must be 100% original.
That would mean Hangman SG doesn't make it, as it uses used parts, neither Oh Mummy Genesis because it uses content from other games Oh Mummy (obviously), some PC Engine game and Pacman.

I could probably split the list with one section of "big" releases like Legend of Wukong and Papi Commando, and one with smaller such as Oh Mummy and TGUN II.
How do you know whether a company is registered or not?
It’s not clear to me what original does mean to you. Aren’t translations/localizations (all Super Fighter Team games and the two Piko games) nearly 0%-original?
Or do you refer to copyrights? But in this case your rule #3 and #4 seem identical to me?
Regarding Oh Mummy Genesis: The original Oh Mummy game and the Pacman levels are basically extra content and are not integral to the main game. Why would you want to punish a game for providing bonus content? Is it because 1985 alternativo has no copyrights for Pacman?
Apart from this it would feel strange to exclude Oh Mummy Genesis because IMO it is the best game so far published by 1985 alternativo.
One problem with a rules based approch is that it is very hard to find rules regarding the game quality and length that can be applied without resorting to a subjective judgement. One rule that I recommend is that
*Games must have sound

*Must have an instruction manual.
*Professional printing of cover, cartridge label and manual.
*The box must resemble an original Mega Drive/Genesis box (i. e. no VHS or universal game cases)

Yes, rule 3 and 4 are very similar. What I meant was if an original game has "borrowed" content from other games like Oh Mummy did. Translations count as original as long as they are licensed by the original developer.
I don't think they had any copyright for Oh Mummy, did they? So they "borrowed" the entire original game, the name, Pacman and the pyramid background from a PC Engine game. I think that's a bit too much. But I do agree that this is their by far best game so far and I've played it many hours with my friend. Still, we haven't beaten it.
Your additional rules are good. I think judging what is professional printing is too much of a subjective matter though.
I find your criteria respectable but those original games are actually unlicensed games to begin with (the only exception on this thread being Star Odyssey, but just because it was licensed by Sega and officialy released in Japan at the time).

All games in the OP are unlicensed by Sega, what I meant with unlicensed was for example games like Bill's Tomato Game which was produced and released without a license from Psygnosis (or whoever owns the IP, Sony bought Psygnosis in 1993 but later stopped using the brand). The other Super Fighter Team games were licensed to them by their original Taiwanese developers.
I wasn’t aware that they had no copyrights for Oh Mummy. I assumed they had the rights for the very reason that they included the old (and IMO awful) original game. To me this seems a very strange thing to do if they haven’t acquired the rights. However this was just my conjecture and I didn’t inquire into the matter.
I beat the game in 2-player mode but it took us quite some time. Definitely not an easy game, the last rounds are really fast. Unfortunately the game has a few bugs. Nevertheless I enjoyed it a lot, too. I’m especially fond of the bonus rounds after each boss.

In the case of new software, it should use original assets and code. No pirated material whatsoever. If it is a re-release, the publisher must be the rights holder.
Recycling clamshells, cart shells, etc. are a no no and should be frowned upon. Quit harvesting sports titles damn it!
In this day and age there should be no reason why a Mega Drive/Genesis game does not contain a manual to go along with the clamshell box. If the game is a labor of love, take the time to include a manual with a bit of lore or story. A picture or two would be nice: It doesn`t have to be done by a professional artist but simply capture some aspect of the game. Hell man! It`s bad enough that current gen games stopped including manuals with the game. The retro gamer craves it! Especially when the game is being sold for $50.00.
I made an update on the OP. Maybe minor releases should have the photo removed to make it less cluttered.
