It's just cyber-theft happens way WAY too often, and the criminals focus largely on eBay because of eBay's "buyer protection" scheme. A major percentage of the scammers on eBay are from foreign, non-native english speaking countries. There are entire lists online of countries that you just simply don't want to ship too because of internet theives. Alot of big brand retailers also do not ship to many of those countries as well, simply due to the high amounts of fraud from certain regions of the world.
For any eBay seller, hell even for any Amazon seller, it's highly-recommended that you include tracking and delivery confirmation when shipping to a buyer, even if you're shipping to someone in the USA or Canada. It's just a "better safe than sorry" step that needs to be taken these days because unfortunately eBay falls victim to cyber-theft way too often. It's alot harder for the criminals to use the same tactics on Amazon and other sites as they do for eBay though, so it happens much less on those venues.
