I don't know, the data structures between the games can't be wildly different, each one is nearly a hack of the previous. These are small changes, things like changing Chun-Li's spinning bird kick to a back-charge instead of the down-charge, etc. People already like making hacks like the "rainbow" editions, and it's somewhat in the same vein. Do you mean you want to import the whole movesets from SSF2T ? If so, it's likely quite difficult since many new moves have new stances, so you'll have to import graphics, animations, commands, (and change the IA in order to let the computer uses them).
