I honestly thought there were more than that. Pier Solar, Legend of Wukong & Beggar Prince (and any other homebrew/unlicensed, for that matter) are not counted, though.
You should count Pier Solar, as it is a commercial release and not a hack or repro cart. Beggar Prince and Legend of Wukong should definitely be counted as well because they're licensed by the original publisher, which is about as official as an after-market Genesis game can get nowadays. Sega doesn't give official Genesis licenses anymore, and if I recall correctly, its position for after-market Genesis releases is one of indifference, so that's about as close as you can get.
If you're counting games that were actually released, then these should be included.
Yeah, I think Pier Solar and the Super Fighter Team releases are just as worthy of inclusion as the unlicensed Accolade & EA games. They are commercial releases in complete packaging, and they're legit in the sense that they were sold by people with the proper rights to do so, setting them apart from things like the Hong Kong bootlegs. I think Whac-A-Critter should be on the list too.
I also have to say, Decap Attack should definitely be separate from Magical Hat. There's definitely more differences between the two than with some other pairs of separately listed games. The graphics and sound are completely different, and the levels are about halfway different, sharing some sections and not others.
I don't see a problem with limiting the list to games that were available at retail, especially when the Genesis/Mega Drive was itself still sold in retail stores (I don't know when the MD was discontinued in Brazil, though).
Aftermarket games are a separate phenomenon -- no less legitimate, but still different.
The listed Meganet modem games (e.g. Sonic Eraser) were not available at retail, though. I don't believe Outback Joey was available through standard retail channels, either.
I don't think they're generally considered totally separate on other systems? The last few "official" Intellivision releases by INTV were mail-order only and the system was not in stores, but they're generally included in any list of Intellivision games. The Lynx had a number of aftermarket games, including two published by Atari, and I don't think those are considered separate from the rest of the system's library. Atari Jaguar, too, had games like Iron Soldier 2 and Worms come out after the system was dead.
Ah, touché, and I do think that Meganet games should be included in any list. I guess "officially available during the system's lifetime" sort of covers it, but if the system wasn't discontinued in Brazil when Show do Milhão was released in 2001, that leaves only a few years between that and the Beggar Prince release in 2005/2006 -- which is one of the shortest gaps I can think of between a system's discontinuation and self-consciously "retro" indie support.
All good points, and the Jaguar is especially slippery since it was getting new releases well after the console was discontinued. Still, I can't shake the feeling that as soon as there's been an extended period where no one's supporting a console (especially as a first-party proposition) or selling it in stores -- as soon as it becomes a "retro" or "Remember when?" proposition -- that's a good point to draw a line of some kind.

I have a feeling that the list is going to grow as soon as I have some time to update it. Will get back asap.
Ok Ive been giving this some useful (I hope) thinking. IMO the best option is to include most of those games, but counting the total each time I add a layer of type of game. This way someone who wants to know how many and what games were officially released for the console will access only the main list (903 games ATM, now including Decap Attack) where the unusual releases will be listed grouped at the begining (outback joey, non game-y art games, modem only, etc). Then another list with unlicensed games released during its lifespain by well known developpers thus considered main catalog games (EA, Accolade, Wisdom Tree, etc. todo:separate them using sega retro's list), then unlicensed but tolerated (necro-releases like Pier Solar and licensed from original developper when it's a remake, like SFT ones), then (if I have the time and patience) unlicensed taiwanese games, etc and most notable homebrews (that's gonna be tricky, but the point of this is to be a useful list)
I will obviously miss things in all those new lists, but this way the list will do justice to necro-comercial releases.
In short:
1) main list (will be less than 900 games, then) including Blue Almanac (Japanese Star Odyssey), outback, go net, san san
2) ea/accolade (early unlicensed by big companies) and wisdom tree games, other during lifespan (small/cheap games)
3) unlicensed by sega because released outside its lifespan (aka tolerated): pier solar, oh mummy, etc
+ unlicensed by sega: original beggar prince, wukong, brave battle saga and lots of taiwanese & other
licensed by original developer to new publisher/developer but still unlicensed by sega: SFT beggar prince, SFT wukong, other unreleased games comercially released on cart (Bill Tomato, etc)
I'm focusing for the moment in 1 & 2, and adding games to 3 little by little. Don't hesitate to post new additions I'll be missing.
I'll update the list with your latest posts when I have a moment.
Note that belonging to the tier 3 doesn't mean the game is less legit than the ones in tier 2 (and the tiers can be changed at will depending on the debate, whole point being counting the games, with 3 or 4 different totals depending on what whe count each time, that way each one can get the total number that fits better the way he sees this <- Engrish

thanks! will definitely look into it. I have many sources now (some useful sega-16 threads amongst others) but less free time than I expected. There's no hurry though. As of 2014 those lists are constantly changing (small companies releasing unreleased protos, unlicensed games, the homebrew scene). The hardest part will be drawing the line in what constitutes a game, hence the "official" requirement for the main list. SMS Brawl does count? Chase does count? Wolfenstein 3D does count? At what point a demo becomes a game? etc etc

Yes the 3 Pyramid Magic are there, and "Special" is considered to be just a harder version of PM1, though I have a consistency problem with the J.League Striker vs Perfect hesitation...soI'm counting them as separategamesin both cases FTM.
Both puzzle&action games are there,though one with its shorter name Tanto-R
I'm updating OP and clearing it up.The main criteria being having a license from Sega or not. I'm also adding undumped Sega Channel games
