I think Virtua Fighter uses the 32X for the voices and sound effects, as the PCM channel is being used for Drums and "Get Down!" voice clips.
No one's saying though that the Genesis can't do good digital audio samples. They're saying that a lot of popular games do them poorly, which is true.

Just tested it out in Gens+. The 32X is doing all voices, sound effects, and drums in Virtua Fighter. The Genesis is doing only FM synth and PSG. The PCM channel in the Genesis is doing nothing as far as I can tell.

They're somewhat popular now, but a lot of them weren't that popular when the system was being sold, or they don't have that great of voice samples.
Altered Beast - Clear but all other sounds have to stop to do it.
Sonic - One clean voice sample that takes up 1/8th of the cart.
Streets of Rage 1 and 2 - Kind of ok, but still pretty scratchy.
As for the others, they're really not that popular or mainstream, when we say popular we're talking about stuff like Street Fighter 2, Mortal Kombat 1-3, Konami ports, Golden Axe 1-3, Thunder Force 2-4, most of your movie and TV show games, most of EA's games, etc.
Some were, some weren't, some were still examples of bad voice samples. Earthworm Jim sounds decent, but again it's the exception.
It is doing the backgrounds too, I meant just for audio it's doing only FM and PSG. And what do you mean by an example of both? All the songs use both.

They all do. PWM sound was one of the most underused features of the 32X. All 32X games use a modified Genesis sound driver that mostly uses the FM/PSG chips, and adds four simple pcm channels played on the PWM. It's the reason all my first 32X demos were all on better sound using the PWM. - chilly willy"..

Chilly is talking about using the 32X Sound chip for more advanced things like all music and sound. Most 32X games do use the 32X channels, but it's reserved for voices and sound effects as that's the area the Genesis Struggled with. Even Doom uses the 32X PWM channels for voices and sound effects.
Virtua Racing Deluxe does use the Genesis for digital samples, but some sounds (Like the F1 Car sound at the Sega Screen) are done by the 32X.
As for the Model 2, I don't think that's really the cause for why people say the Genesis can't do good audio. As Chilly said in another thread, going through your typical TV speakers of the time, most people wouldn't be able to tell the difference. Only those using headphones or having their systems going through decent sound systems would have noticed.
I think this did the most damage to the Genesis' reputation for voice samples. Regardless of if you have a Model 1 or Model 2, it sounds like shit:

...idk man, if people made their top 10 lists for genesis i doubt any bad sampled voices games would even be on a list, and if there were it would be a very small amount of great games..i could be wrong..
Top 10 != most popular games of the time. No one's going to put Street Fighter 2 or Mortal Kombat the top of their Genesis list these days, because better ports are available. That doesn't mean they weren't popular and didn't help spread the idea that the Genesis couldn't do good voice samples.
..all i am saying..is i would put the new sf2 audio fix game on my top 10 list now and others, most of which actually do have great sound..it would sound great coming out the 1/8th of genesis into my stereo..luckily the games (i like the most) already have great audio..bloodlines, vectorman, sor, more..
