Repairing Megaman 4 NES

Bought this game known broken. Someone in the past has tinned the pins for some reason, otherwise the board is very clean. Does not work in my NES or my top loader. Doesn't work through a game genie either.
It does show a grey screen at least, so I'm partial to believe that the CIC in the game is bad. I have no way to prove that though and I don't want to clip the cic in my nes either.

Anything I can do to check this out further? What are the chances that the rom chip has died?

from my experience, if the pins traces look ok, get a donor cart that has a similar layout and replace the CIC and/or Ram. The Ram almost always does the job for me when they are glitchy.

I'll move over the rom chips to a new board then. Thanks for the tip!

On NES the CIC is inside the console, not the game.

With all due respect, carts do have CIC chips, they communicate with the CIC inside the NES console.
