I'm curious, what do you suggest? If you were in charge of the USA, what would you do then? I'm not talking fantasy where you could snap your fingers and make all guns disappear, but what would you do to change things?

Why are there so many lonely, socially maladjusted, unhappy, frustrated people in the world? Have they always existed in the numbers they do now? What started the whole taking revenge on the world thing that motivates a lot of these wackos? More importantly, can anything even be done?

Yes, and sort of.
The difference is that:
1) We hear about them a lot more thanks to media and the internet. If someone went crazy and killed a bunch of people 100+ years ago, no one might ever even know what happened.
2) These people have a massive outlet now to vent towards. Their voices can be heard, they will be paid attention to, even if it's after they die, or their freedom is removed. For people who felt they have been trivialized and/or pushed around all their life, that can be a big deal.
It's a big world out there, but it's also right in everyone's face now. There's no real hiding from it for most people. At the end of the day, that makes all the flaws more apparent to everyone.
It also makes the good things more apparent... but the media rarely blasts those out for everyone to see in the same way as the tragedies.
I would say the news media needs to stop reporting these kinds of stories, but he brought it to the news himself. All those shit pieces want is to be infamous for their little rampage. Need to figure out how we can stop giving them the spotlight, though that's already too late as it's already mass perception.

I'll outline some problems. This is based on a sample size of approximately 110,000 people I have spoken with at length over the past ten years.
People aren't being raised with a sense of community, but rather self-interest. They are brought up believing that the world should be grateful to have them, and that life owes them a living. They have little in the way of responsibilities, even through young adulthood, but when they hit the grind that the rest of us call the real world, they can't deal with it. It doesn't mesh with their ideas of what the world should be like, so they take refuge in social networking echo chambers, full of largely like-minded people. This amplifies their beliefs that the rest of the world is wrong, that they should not have to adapt or change their expectations. Failure is not a possible state. "Someone cheated. It's not fair." This can lead to either burnout, or explosive overreaction. "It's everyone else's fault, so they should die."
The echo chambers I mentioned have a more sinister operation. To co-opt the energy of its members. Turn away from the group narrative, and you're up for tarring and feathering. This is a basic operation in mind control and cults. Basic mind control is as such: find a person in a low state, and bring them to a high state while instilling your ideals. They will associate their good feelings with you and your ideas, and preach your dogma to others as the true path to salvation. The subject will feel indebted to you, and will fear your disapproval, even if you are harsh in your treatment. This is why people can become doormats, living only to please others, even willingly suffering abuse, both physical and mental. The cult part comes in, when you have a group engaging in this mind control. Those who question the narrative of the group are abused and threatened until they cow and repent, or are driven out as a heretic. You see this in some of the more radical online communities. Certain groups are quick to eat their own when something damages the perception of the group, like major controversies, and cannot be glossed over. "He/she/xe wasn't one of us, but a pretender trying to usurp our good name and damage our credibility. They were sock puppets created by our vile opponents."
In comes the media corporations, looking to whip up fear and distrust. People make more impulse purchases when they are afraid or distressed, so after seeing that the world is doomed, wouldn't you like to buy this new vacuum cleaner, this new grilled chicken wrap, and this vacation home in Kissimmee - St. Cloud? People who explode with violence against others are pasted on the news constantly, putting the public in fear of anyone who isn't exactly like them.
Now we mix the three paragraphs. The product? A person with overly-high expectations, coddled by their parents, and shaped into a mess by a online groups, can't deal with how life seems to have given them a raw deal. They see that others have taken it upon themselves to kill others, and go out in a blaze of glory, living forever in infamy. Thank goodness the media corporations don't cover things like gang violence in major cities, drug abuse, and other things that can be solved with police presence and community outreach programs, or our would-be antagonist (whose name is not important) would not have a specific path to take.
I don't have guns for the purpose of hunting. I have guns because I have been the victim of violence from a force of superior numbers in the past. When I've called 911, no one had ever come to help. People died. Now that I'm an adult, I realize that it is my own duty to protect myself and others; that the police only protect society at large, not the individual. If you live in a place where you can walk to the market to get milk and eggs, because you suddenly had a craving for french toast at 3AM, and not find yourself with a knife in your kidney because the money you had was enough to score another hit, then excellent. Enjoy your good fortune. As for me, I keep my head on a swivel, and a loaded pistol. I can't sprint away from danger due to a bad knee. I can't fight like Jackie Chan. I'm not knife-proof, and I can't teleport to safety. I already know that 911 is a joke with a terrible punchline. A gun is an equalizer. Should the elderly be at the mercy of those who would rob them? Should the infirm live as victims? Should someone not fit to fight be at the mercy of someone stronger than them?
In summary, it's a shame that people are not able to get the help they need, before it's too late to do anything about it. People are treated like garbage if they try to seek help with their problems and their feelings. They fear being committed and losing their rights and privileges. So they keep it all inside, letting it fester and distill into a weapon of its own kind, that either kills the person holding it with the death of a thousand cuts, or explodes and hurts everyone.
