Depends on whether you count emulated ports or want to restrict the criteria to <32-bit or <16-bit.
Also depends on how faithful a game has to be to be considered a port (like Rygar NES). The SMS likely has fewer ports either way than NES, Genesis, SNES or PCE.
Good question. I dont consider Rygar/Nes a port because the mechanics were changed. It would be other game with the same enviroment? (characters, worlds...) but the SMS version follow the arcade (but graphics are poor). Therefore i am considering the faithfulness criteria (Shinobi in Genesis don't fit in this criteria). Maybe the PS1 had more arcade ports.
There's no Rygar port on SMS ? You thought Rastan maybe ?

Many/most SMS games based on arcade originals changed a lot as well, which is why judgement calls need to be made.
SMS/Mark III has an arcade style port of Rygar. Unfortunately, it does not support FM sound.
The AES has zero arcade ports.

I was thinking it might be the Sega Genesis and NES.
I'm guessing it's the Genesis. Sega obviously had more arcade games to port than Nintendo, and the third-party numbers could have been close enough. It was also during that period that third parties were able to publish more games than they could on the NES.
The game mechanics have been heavily modified (much slower, life bar, every contact lowers lifebar, multiple weapon, bonus stages, different magics). The feeling is totally different.
I consider SMS Shinobi like the precursor of Revenge of Shinobi or Shinobi 3.
To the contrary, SMS Shadow Dancer is a port, and even if the levels are different, MD Shadow Dancer is much closer to the original aracde Shinobi than SMS' version.
That said, SMS Shinobi was a very good game for its time, and I still enjoy playing it from time to time (but I regret the fact that either I win the flying magic, and I beat the game without losing a life, or I don't, and lose).
