Depends on whether you count emulated ports or want to restrict the criteria to <32-bit or <16-bit.
Also depends on how faithful a game has to be to be considered a port (like Rygar NES). The SMS likely has fewer ports either way than NES, Genesis, SNES or PCE.
Good question. I dont consider Rygar/Nes a port because the mechanics were changed. It would be other game with the same enviroment? (characters, worlds...) but the SMS version follow the arcade (but graphics are poor). Therefore i am considering the faithfulness criteria (Shinobi in Genesis don't fit in this criteria). Maybe the PS1 had more arcade ports.
There's no Rygar port on SMS ? You thought Rastan maybe ?

Many/most SMS games based on arcade originals changed a lot as well, which is why judgement calls need to be made.
SMS/Mark III has an arcade style port of Rygar. Unfortunately, it does not support FM sound.
The AES has zero arcade ports.

I'm guessing it's the Genesis. Sega obviously had more arcade games to port than Nintendo, and the third-party numbers could have been close enough. It was also during that period that third parties were able to publish more games than they could on the NES.

I consider SMS Shinobi like the precursor of Revenge of Shinobi or Shinobi 3.
To the contrary, SMS Shadow Dancer is a port, and even if the levels are different, MD Shadow Dancer is much closer to the original aracde Shinobi than SMS' version.
That said, SMS Shinobi was a very good game for its time, and I still enjoy playing it from time to time (but I regret the fact that either I win the flying magic, and I beat the game without losing a life, or I don't, and lose).

I didn't even think about the PC-Engine. The Duo had arcade card updates, just so it could have enough memory for bigger titles.

The PCE got a lot of arcade ports of games that didn't require large cart sizes, while companies like Namco and Konami made more non-arcade port games for Genesis. Sega made similar choices as well. Soace Harrier II and Super Fantasy Zone aren't arcade ports, but Space Harrier and Fantasy Zone for PCE are.
The Atari 2600 has around 100 of them, more if you count homebrew and prototypes.

Little story : when I was young (11 yo), in France, there were no arcade centers. You could only find arcade cabinets in coffee shop, and most of them were dark and dirty. There was one with Shinobi next to my school and I missed school to go playing, sometimes after stealing money from my parents. I can tell you my son will have to be very imaginative because I remember all my lies :)
A friend once showed me a SMS with the game, and after some monthes (or was it years ?) of recurrent askings, my parents bought me one (I realize I will never love them as much as they should be loved). Honestly, it was a little deception at first, because the arcade feelings were not there. But I happened to like the game, and today I consider it as the perfect example of what to do when porting a title to a weaker machine.
So, I'll take your arguments :
slower - 8 bit machine : maybe true, but I'm not sure. There were fast paced games on SMS, even at this time. I think the small sprites, and the fact there's much less ennemies is more 8 bits
life bar - Arcade difficulty (but not change the game concept. If sms could have hard mode) : to the contrary, it changes totally the concept. In the arcade, you can hit the ennemies without dying if they are not attacking, and you're encouraged to do it because it breaks their behaviour and allows you to kill them (example : lying shooters). In SMS you're not allowed to do that.
The difficulty is also completely modified by the game itself : the arcade game (which isn't so difficult, I find it perfectly balanced and progressive, still today) required to be fast when hitting, knowing where ennemies are and their algorithms. The SMS difficulty is rather in platforms sequence with very precise jumps. When your lifebar is big enough, you can't die hit by an ennemy, but by falling in a hole. Mission 4-2 is nearly impossible without flying magic, even if there were no ennemies ! Compare with arcade.
multiple weapon - Arcade had it too : arcade has only 2 sets of weapons, and they play exactly the same (bullets are just more powerful and can kill an ennemy even if he has a shield). SMS has many weapons, with very different physics (shuriken can be thrown only one by one, contrary to arcade, bomb have parabolic trajectories,...). If I was in SMS hacking, I'd try to remove the other weapons, and allows several shurikens to be thrown at once, to arcadize the game a little.
bonus stages - SMS had it too : they do not have the same goal at all (you gain magics, some of them being almost indispensable, whereas in arcade you just gained lifes) and plays differently (only one shuriken at a time) ; also, in arcade there's only 4 bonus stages, between missions, whereas on SMS you can have between every stage.

About shurikens to be thrown at once maybe this not would be possible because the z80 had limitations. Maybe the developers imagined exactly that problem: if severeal shurikens are allow so the game will must run fast and we can do it.

Do you understand me? For me the concept dont changed. Its not my fault if sms port not had all arcade feelings but i guess that is arcade port to common players.
The first console that popped into my head when I saw the title was the Atari 2600. I'd be curious to see the actual numbers though, if someone has calculated the numbers for all of the major consoles. The criteria makes all the difference though. I think of porting as a different process than emulation, so I don't really consider the arcade compilations of the PS2 and other more modern consoles as true "arcade ports" in the spirit of the concept. And how does the Neo Geo AES rate? Those aren't exactly ports are they? Weren't the AES carts identical to the arcades? I don't think I'd consider those ports either.
All great answers, but, considering the question itself: Which console had the most arcade ports? Sure, the Neo Geo was all Arcade perfection, but it only had, what, 148 games? Were all these 148 titles MVS games also? Or were a few of them made for the AES only? I know the Neo Geo CD had some that were exclusive to it.
Right now, I'm looking at the largest library any console has ever had: The PS2. Let's start counting.

My question not is about "Arcade perfection" but if the game ported follow the same engine. Sunset Riders in Genesis and Snes, although with stages lacking, i consider an arcade port. E-swat in sms (simple graphics) i judge arcade port but Genesis version (better graphics) not because it changed totally the stages. Art of fighting is arcade port in Neo Geo, Genesis and Snes although the Neo Geo is tête-à-tête with arcade. SMS Moonwalker not is an arcade conversion.
Because it will help with a project I am already working on, I put together a list of PC Engine arcade games and there is around 100 (not counting multiple ports of the same game).

One question would be whether they're true ports (rewritten to run natively on the PS2 hardware), or emulated. I'd personally say emulation doesn't count, since you're just using a more powerful system to "create" the less powerful system, so to speak. But it can be impossible to know what's going on under the hood.

My first thoughts that in terms of 1:1 arcade ports that it has to be either the Saturn or the Dreamcast, the latter made ports easier due to Naomi. In terms of overall, then it gets harder. For stuff on the Atari 2600, some of the arcade ports barely resemble the game [earlier ones are much closer like Breakout, Space Invaders or even Donkey Kong]. If home computers count, then I'm sure the ZX Spectrum, Commodore 64 and the Amiga/Atari ST would have a ton of arcade ports since they cover the 80s and even the early 90s.

Wow! That's a lot of arcade ports. If I have time, I might go through the PS1 games to see if it is higher or lower. While the PS1 loses the Sega games and most of the STV ports/some older stuff, it also gains in the form of Namco who brought out a good amount of their arcade games, Midway's chunks of games, some other ports such as the Raiden Project (two games there), Metal Slug X and Gaelco's Radikal Bikers off on top of my head.
Donkey Kong on the Atari 2600 is horrible. It's not even close to being like the arcade. Omega Race, on the other hand, is a really excellent port of the arcade game.
