I've seen this in most modern games, and especially console games. There is too much lag. Sonic Generations is a perfect example, it just isn't as tight as the old games, probably because it's limited by the hardware and display device. Unleashed was a nightmare for this reason (and the Werehog).
Lost World on PC didn't suffer from this.
Whilst HDTV's introduce lag, the absolute lack of control on modern Sonic games is nothing to do with that, it's just because they are shit games.

For real though, even in games like Gran Turismo there's more of a lag then there was. Am I crazy?
I am interested in getting this for my PC but if the Collector's Edition is $69.96 what do y'all think the stand alone download will be?
I do not need/want
- A Deluxe SEGA early style grid pattern Collector's cardboard Box
- A two story tall Classic Sonic Statue featuring a SEGA 16-Bit game console as a Base that has a power switch that triggers a "SEEGAA" startup audio sound.
- A Metallic (?) Collector's Card with the Sonic Mania Download Code (well yes the one thing I do want.. the game)
- A SEGA Cartridge (already have a bunch of them) Cast with Golden Ring (if I hold onto this while I play the game will I never loose all of my rings?)
I would hope it to be DRM free but I know that won't be the case and will need to use Steam to access the data on my hard drive.

You're not crazy, you're actually right.
That being said, your LCD TV might be the biggest culprit here, I had a cheap LCD for a while and it was shocking when it came to response time and lag, so I upgraded it and now it's pretty much a non-issue. A non-issue to the point that Rock Band required no calibration anyway.
We are not all made the same and such is the spice of life. I can't not change who I am or what I think, I just want to experience this what looks like an awesome 2D Sonic (2D is the best) game and hope I would want to replay (Sonic 4 physics were horrible) Sonic Mania as much as I do of the 16-Bit standard.
