First one is a raster effect (i.e. changing scroll position mid-screen). HUD is sprites, so no problem there.
Second one has the boss rendered as tiles and moving in tile steps and looks awful =P
Also: Super Mario Bros 3 has a status bar and 8-way scrolling. The trick is that the nametable arrangement is vertical (what people usually call "horizontal mirroring" >_>), so the tilemap is 32×60 tiles. Some of that is reserved for the statusbar, the rest is used for the level, meaning there isn't much room for height (some cheating aside). It still works surprisingly well.
