Genesis Game PCB Resistor?

So, someone brings me a copy of Sonic 1 that won't work. I've polished the pins. The cap seems fine. I've tested for continuity. However, there is a resistor on the left and I get a result of infinite resistance. However, I'm being told that it's a cap, not a resistor and I see that it's at C2, but that looks like a resistor to me. And when I try to find a replacement, no luck. From the looks of it, it's a 9.3k +2% @ .25w. So, it's a bad resistor or a dead ROM chip.

And before you type a response, yeah, I know it's just Sonic 1. I have four copies of it sitting around like everyone else. I don't care, I want to fix it.

With that said, what am I missing here?

it is a capacitor, a 22nF ceramic, used for +5v filtering, along with the electrolytic cap on the other side.
If you have infinite resistance it means it's still working. So your rom is probably bad.

Well, why in the hell do they make capacitors that look just like resistors? And when I look for ceramic caps, I get what I was expecting. Not something that looks like a resistor. Granted, my issue seems to be solved.
