I would imagine everyone will have to pay the extra shipping - "no customs fees" for European buyers was because they ship stuff from within the EU now. (Will make a nice change to not get robbed by customs and couriers for once :P)
And it's not uncommon for companies to let you preorder stuff + charge for the shipping later - the fault here is they didn't make it clear in the first place.
