The PS4 Pro has an upgraded graphics card that's supposedly about 50% more powerful, and an overclocked CPU. In addition, it has support for 4K, including the ability to do some pretty advanced upscaling (for example, temporal upscaling that uses previous frames to fill in pixels for later frames). For games that support it, you can play in 4K (most games upscaled but a few in native 4K). Most games from what I've seen are rendered internally at about 1440p and upscaled to 4K. For 1080p users, it depends on the game and the developer. In practice, for newer games, this usually means smoother framerates, higher resolution, and better in game effects. There's also something called "boost mode" for older games. Depends on exactly how they were coded, but it generally means smoother framerates all around. Basically like upgrading your PC from a lower end graphics card to a higher end one in the same line. It's not a revolutionary difference, but if it's your thing, it's an option. It's definitely not powerful enough to be called a PS5. It's more like iPhone -> iPhone S or 3DS -> New 3DS. If you don't already own a PS4, it might make sense to you to get the Pro, but if you do, there's no reason yet to get rid of the base PS4 for a Pro.
