Whether you ultimately go for a full set or not, I don't think its something that you need to "decide" right now. Just keep collecting however you are, buying games you like, games you're curious about, or games that you think are a good value/cheap. I did collect a full CIB set of US releases for the Genesis, but I didn't decide to do it until one day I inventoried my collection and realized I was somewhere above 400 games. Before that, the idea of getting them all never even occurred to me as a possibility. For me, the process was enjoyable. It wasn't until I looked at a full list of releases that I even became aware of games like Jurassic Park: Lost World, Skeleton Krew, or High Seas Havoc. However you collect, I'm sure it will be a process of discovery for you too

Have fun, whatever route you take with your collection. It's indeed a beautiful journey of discovery for those who enjoy the hobby. It doesn't matter if you collect all or only a select few.
Ask yourself what you truly want out of your collection. Ask yourself what kind of collector you are. Don't shy away from understanding what drives others in their collecting choices. No two collectors are alike, just like no two collections are the same. We all differ in our values, our goals, our pet peeves, our standards, etc. And I think that's beautiful.
I do recommend what others have stated, that you should deffinitely prioritize the more important things first; like your education, finances, whatever is pertinent to you. These are the things that frame the groundwork of your life.
Never understood complete collections. just buy what you would like to play. why bother with ten versions of the same sports game?
It's a funny thing, collecting. I get almost as much pleasure from that as I do playing, there's something about looking at your games and consoles that is just cool I suppose. I get 100% collections, but I wouldn't go there myself as it would drive me crazy I think.

I do like collecting (and displaying) as much as playing. I have dropped a lot of money on a handful of games but I never think about full sets. I feel like I have a lot of games but I'm no where near complete sets of anything. If you're stinking rich; go for it. (But don't horde duplicates.)
If you're a regular Joe collect cheap games and drop a bit more money on the ones that you'll really play.
A good friend of mine use to play retro games fanatically but now he just collections them. It really is each to their own. Just don't financially hurt yourself.
I think most of the responses covered the general mindset. Focus on what you want and decide to grow what you enjoy. If you reach a point where you have over 400 games or so for the Genesis (remember the total library is 707), then make the decision to go for a full set.
Honestly I think it's a fools errand at this point unless you have like 80% of the library. There are so many high dollar CIB games now that unless you have A LOT of disposable income then you will be making many sacrifices just to buy them all. This is also not discounting the near impossible to find titles like Outback Joey, so again I'd say to buy and play what you like for now.
