I know Joe Redifer really likes an enthusiastic voiceover and so do I; for me it's the announcer in Souuuulll Calibuuurrr! He really pronounces those foreign names with gusto, especially Cervantes' and Siegfried's. I also like his lines, all that soul still burns stuff, really cool.
Like, voice actor?
I'm going to go all mainstream here and pick the big two: Nolan North and Troy Baker. And I'll give an honorable mention to Mark Hamill, but only because the latter doesn't do leading roles in games. That's as far as favorites go for me. But if I had to objectively pick the most-talented without bias, I'd say Troy Baker wins that bout by a long mile. 'Dude has an unbelievable range. Method acting at its finest.

I really liked the obnoxious voices in Virtua Racing on the 32x. But really, most of Sega's arcade racers had great voices.

Shortly after Snatcher was announced for Sega-CD, my friend and I took a trip to the big city and visited some large arcades. I think that it was Lethal Enforcers that we tried which had a voice actor who sounded like Eddie Murphy's impression of white people in Delirious. I expressed my fear that Snatcher would receive a terrible dub with that kind of voice for Gillian and sure enough, it wound up even worse than I imagined.
After that, I no longer felt bad that Kabukiden never got localized, as Garp would have likely been butchered as bad. Whenever a discussion comes up about a fan translation, I always suggest leaving the original voice acting in, since all of it is subtitled.
Simon Templeman's voice-over work for the Legacy of Kain series. He brings Kain to life. Oh and I love Lance Henriksen's voice-over work too!
Crazy taxi announcer, he really gets you pumped to drive.
the worst is super street fighter 2, ugh it sounds so wimpy.
