I doubt it. I mean there were a number of games with simultaneous NES and SNES releases between 91 and 94. Plus, while certainly a popular PC title and eventually a fairly popular SNES title, it's not as if Sim City was a console seller. I think the issue had more to do with the technical limitations of the NES in running the game without completely gutting everything. Maxis, Nintendo, or whomever were likely unhappy with the results and decided to scrap it. As we've seen over the years, that's something that has happened with a number of different games.
