Longer is better, > 60 preferred.

Slang is fine if it fits the story and theme.

2d common assets aren't that commonly used, so right now it doesn't stick out. Those unity things starting to be everywhere is what bothers folks.

mode 7, not needed. Idle animations, that's merely nice to have.

A) I don’t mind short at all, in fact I think I might prefer it. But by short I’d mean around 15-20hrs gameplay, not 5hrs.

B) Absolutely fine so long as it is congruous with the character/theme

C) Paid assets drawn by professionals is far better than amateur art, again so long as the assets fit with the theme. The less “homegrown” a game looks, the far higher chance I will purchase it.

D) Not in the type of game you’re developing, not one iota

E) Not too bothered by it but then again it does give a game a lick of polish so I’d say include it if you can. Certainly more relevant than Mode 7 sections!

As long as you want provided there's enough content to keep me busy for all of those hours. If I end up grinding the same enemies over and over to make the game longer that gets old very fast.

It's fine just so long as people can understand it, since you're already doing multiple languages it may be harder to translate slang. But if you can do it, cool.

Only if it adds something to the game that couldn't be done otherwise. If it's just an effect for the sake of having an effect then no.

IMO for a 16-bit RPG 20~30 hours is enough, counting main quest and side-quests.

Depends entirely on the character. All characters should have different manners of speaking. It also can depend on the tone of the story you're telling.

I think being done is more important than tiny considerations and if using original art hinders your ability to make the game, by all means purchase it. Although original art definitely enhances the experience, so try to use as much original art as possible. And take care not to have a mismatch between the purchased and original art.

No, I think depending on the motion it's better to just stand. Movement should happen only when it makes sense. Tiny movements like eyes blinking are nice, though unnecessary.

Story is important in an RPG but it still needs to be fun to play. Make sure to limit the required grinding in a game, no one wants to play a game that's 60 hours long with 40 hours of grinding filler.

I'd stick with a shorter story/game since this is your first. 15-20 hours is probably fine, with maybe another 5-10 hours of side quest stuff to help with world building if you feel it adds to the experience.

Focus on polishing what you have rather than spending time telling a grand tale with weak dialog/plot.

Regarding assets, as long as everything looks like it fits together well (mentioned above) then I don't see the issue with using free stuff. If you're going to pay for someone to make your art though, make sure they understand the limitations of the Genesis and how to work within that.

A good 5 hour game is always better than a mediocre 30 hour game. Besides, it is much, much harder to make those 30 hours entertaining and not consisting of filler. A longer game isn't necessarily better.

No, but there is a great risk the art will be inconsistent in style and quality. So it's best to try to buy as much art as possible from the same guy.

Well, one of the strengths of the Mega Drive is the possibility to have many animated sprites at the same time, and animation brings life to those few colours. I would like it, but if you cannot do it, you could always fake it like Shining in the Darkness does.
