In my mind, the 16-bit redbook audio stuff still sounds blatantly like 16-bit music, just with effectively more channels. a lot of it comes down to composition of game soundtracks for the era. They were still more interested in hooks that don't sound awful repeated a bunch of times. It really wasn't till Gen 5 that you started seeing orchestral ambience start filtering into game soundtracks. (Though to my ears, most of those 32-bit OSTs still sound "video game-y" which is by no means a bad thing.)
