VF is not that hard to learn, it's just its skill ceiling among the pro players can be very high. Those people are few and far between though so if you're playing against AI or your buddies you should be fine. I didn't get which console are you playing at? PS2? PS3? PS2 has amazing VF4 Evo (stay away from regular VF4 because its jaggies fest) and PS3 has VF5. Both are some of the best fighting games ever.
KoF99 on PS1 is just bad. Long loading times and very low quality sound effects. On PS2 and PS3 there are numerous other variants to play the game in arcade-perfect way like NESTS collection or Neo Geo station.
If you play on actual PS1 then why do you ignore Tekken 3? Just because it was popular? You're missing out on the second best (after arcade VF2) fighting game of the 32-bit era.
Also if you would like to play a game, that's kinda like VF3 or VF4 but with slower, more tactical approach and interesting grapple system, when try Tobal 2. It's amazing and underrated.
