I've always just assumed the RPG factor of this game pretty much boils down to different paths ala Guardian Heroes, Contra Hard Corps, Star Fox 64, etc. Leveling up doesn't sound like it'd make sense since a beat 'em up is pretty linear even with multiple paths, not really any room for grinding or anything. Would be pretty arbitrary.
Secret rooms or items though, like maybe objects that people would be prone to pass up not knowing they could be messed with to reveal things, that sounds more like a possibility. I can imagine being in the subway area and finding an alternate path that's not obvious that leads to the darker tunnels and eventually underground or something odd like that, for example. Would have a hell of a time explaining how a bunch of baddies found such an obscure area and are loitering it forever till your character shows up though :p
