I can rationalize an argument to sticking with official Sega platforms for development of the game, it does make sense to have it quality controlled to run on Sega hardware. But I am sure Analogue can probably come up with a solution to make it work; I think it's logical to think that Watermelon wouldn't know Analogue's hardware and vica-versa and a little communication would go a long way. Something like a NDA for each company and a cartridge for Analogue to test to get a patch ready...everyone would win.
