First of all, knowing stuff about tech and having the physical supplies to do stuff with tech ARE TWO SEPARATELY DIFFERENT THINGS. For example, let's say your reading a book, "how to make clocks" and you don't have any gears and pendelums to make the clock with, you can't build the clock regardless of you knowing how to build a clock.
