Sorry if this has been asked a lot before, but I tried searching and didn't find it. Does a Saturn mod chip allow you to play games from different regions, as well? Or is it only for playing domestic backups?

Domestic only. If you want to play imports, you have to rip and region patch the game.
Just use a St-key or similar device.
I have an action replay cart and it works perfectly with any imports!

Yeah, I know the region switch is easy (my current Saturn has it, but it's broken now) (actually, the mod chip looks even easier, provided you're using a 2nd model). If I'm going to buy PDS and similar expensive games, though, I'd like to play backups rather than risk scratching them. But since it doesn't do region stuff (which is more important to me), I'll have to think about it.
If you're going to play backups anyway then as HetmanTancred said you may as well rip and region patch.
If you're going to play imports regularly (as most saturn owners do) then either a 4in1 cart of region mod is essential.
